Local Control Accountability Plan (LCAP)

The Budget Act of 2013-2014 replaced the previous K-12 financial system with the Local Control Funding Formula (LCFF). Under the new system, districts receive a single basic grant, plus additional funding for students with higher educational needs, defined as low-income, English learners, and young students.

As part of the Local Control Funding Formula (LCFF), school districts are required to develop, adopt and update a three-year Local Control and Accountability Plan every year (LCAP). The plan must include information on the objectives of the district for students in accordance with the priorities set by the State. The LCAP identifies the following eight priorities: Student Achievement, Student Engagement, Other Student Outcomes, School Climate, Parental Engagement, Basic Services, Implementation of Common Core State Standards, and Course Access.

The development of the LCAP shall be guided by specific requirements. Actions and expenditures shall reflect the specific objectives for the specific sub-groups of students identified in the Code of Education, including low-income students, English-speaking learners (EL), youth fosterers and students with disabilities. Based on the state formula, the additional funding for their district remains relatively small, but is growing slightly. In 2015-2016, they received $177,994. They expect additional grants of $210,672 for 2016-2017, $237,456 for 2017-2018 and $299,484 for 2018-2019. These additional grants fund EL teachers who provide our English Learners with an educational program.
